Cannabis and Cannabidiol (CBD Oil) in Washington State (5 August 2017)
Washington is one of the most progressive states in the nation when it comes to cannabis laws. The state was one of the first to pass medical cannabis legislation in 1998, and it’s one of only eight states in which recreational cannabis is legal.
Medical cannabis has been legal in here since the passing of ballot initiative I-692 on November 3, 1998. Since the law was passed, a variety of updates have been made to the medical cannabis policy, giving patients greater access. Under the law, qualified patients may possess up to 24 ounces of usable cannabis, as well as 15 cannabis plants.
State Law approves medical cannabis for the following conditions:
- Crohn’s Disease
- Chronic Renal Failure
- HIV / AIDS
- Hepatitis C with Debilitating Nausea or Intractable Pain
- Intractable Pain
- Multiple Sclerosis
The law also approves medical cannabis for diseases that cause the following symptoms:

CBD from Hemp Oil
Consumption of CBD hemp oil is federally legal, as CBD hemp oil falls under the same importation and commerce laws as other hemp products. The state of Washington has no further policy specifically related to CBD hemp oil, so it is legal to purchase and use.
On Nov. 6, 2012, voters passed Initiative 50 to legalize recreational cannabis. Under the law, it is legal for adults ages 21 and older to possess up to 1 ounce of cannabis, and consume it in private. Adults can also possess up to 16 ounces of solid cannabis infused products, and 72 ounces of liquid cannabis infused products.
Public consumption of cannabis in Washington State is a civil infraction, subject to a fine of up to $100. Possession of more than the allowed amounts of cannabis, as well as the sale or distribution of cannabis, is criminal offenses.
Cultivation of Cannabis
Qualified medical cannabis patients can legally cultivate up to 15 cannabis plants. Although adult use cannabis has been legalized, the law does not allow for personal cultivation. The growing of cannabis for personal use is a class C felony punishable by up to 5 years imprisonment and a maximum fine of $10,000.
Washington has also authorized the growing of hemp for research purposes. In accordance with the Washington State Department of Agriculture, growers can apply for a license to grow hemp within program’s research goals.
The Spokane people who arrived in the region about 10,000 years ago were the first people to live in the Spokane area. The name Spokane means “children of the sun” in the Salishan language. David Thompson explored the area in 1810 and established Spokane House for the North West Company. This trading post was the first permanent European settlement in Washington. Following the completion of the Northern Pacific Railway in 1881 more settlers came. ‘Spokane Falls’ became an incorporated city name the same year. Despite the discovery of gold and silver in the Inland Northwest the economy was dependant on mining, timber, and agriculture until the 1980s.
Spokane is in the Northern/Canadian Rockies region. The area has a huge amount of wildlife mostly due to its varied geology and natural history. The area also has a wide range of vegetation, ranging from densely wooded forests to grassy hills and meadows. Ponderosa pine and Douglas fir grow abundantly in lower areas throughout the region. The ponderosa pine is the official tree of the City of Spokane.
The Canadian Rockies ecoregion supports 70 mammals, 16 reptiles and amphibians, 168 birds, and 41 fish species. There is a high concentration of raptors in the area, bald eagles are a common sight near Lake Coeur d’Alene in December and January when kokaneespawn. The most common fish present in area lakes is the Washington-native rainbow trout, which is the official fish of Washington state. Big game common in eastern Washington include black and grizzly bears, caribou, Rocky Mountain elk, bighorn sheep, and cougar. Whitetail deer, mule deer, and moose are also found in abundance. The gray wolf population has been making a recovery in the Inland Northwest. As of June 2016, there are 16 wolf packs in eastern Washington. In August 2016, photo evidence confirmed a solitary wolf in Mount Spokane State Park.
